UPSC CSAT Syllabus 2011

UNION PUBLIC SERVICE COMMISSION


Subject: Changes in syllabus and pattern of the Preliminary Examination from 2011 in the scheme of Civil Services Examination


• As per the decision of Government of India, there shall be change in the syllabus and pattern of the preliminary Examination from 2011 in the scheme of the Civil Services Examination.


• The Preliminary Examination shall now comprise of two compulsory Papers of 200 marks each and of two hours duration each. Detailed below is the new syllabus and pattern of the Preliminary Examination, which is brought to the notice of the prospective candidates intending to appear at the Civil Services Examination (CSE) in 2011 onwards:

Paper I - (200 marks) Duration: Two hours

• Current events of national and international importance

• History of India and Indian National Movement

• Indian and World Geography - Physical, Social, Economic geography of India and the World.

• Indian Polity and Governance – Constitution, Political System, Panchayati Raj, Public Policy, Rights Issues, etc.

• Economic and Social Development – Sustainable Development, Poverty, Inclusion, Demographics, Social Sector Initiatives, etc.

• General issues on Environmental ecology, Bio-diversity and Climate Change - that do not require subject specialization

• General Science.



Paper II- (200 marks) Duration: Two hours

• Comprehension

• Interpersonal skills including communication skills;

• Logical reasoning and analytical ability

• Decision making and problem solving

• General mental ability

• Basic numeracy (numbers and their relations, orders of magnitude etc.) (Class X level), Data interpretation (charts, graphs, tables, data sufficiency etc. -Class X level)

• English Language Comprehension skills (Class X level).

• Questions relating to English Language Comprehension skills of Class X level (last item in the Syllabus of Paper-II) will be tested through passages from English language only without providing Hindi translation thereof in the question paper.

• The questions will be of multiple choice, objective type.

• A set of sample questions for both Papers would be put on the UPSC website http://www.upsc.gov.in in due course for reference of the prospective candidates.


• The prospective candidates are advised to note that no changes are being introduced at this stage in the Civil Services (Main) Examination and Personality Test in the scheme of Civil Services Examination (CSE).

EAMCET 2011 - A Challenge to Students

Students who are going to write Eamcet 2011 might face one of the toughest challenges - of answering erroneous questions. With the decision of higher education department to prepare Eamcet questions based solely on textbooks and question banks prepared by Telugu Academy, the students are in for quite a confusing situation this eamcet, as experts point out that several mistakes have crept into the academy’s prescribed books.

It is for the first time that the Eamcet authorities are considering the use of Telugu Academy’s question bank for selecting questions for Eamcet. Earlier the question bank for Eamcet was made by officials from Jawaharlal Nehru Technological University (JNTU).

According to subject experts of Physics, Chemistry, Mathematics, Zoology and Botany textbooks, the mistakes in textbooks range from simple spelling errors to change in values and terms. While mistakes are common in all subjects it is in Chemistry and Zoology that the highest number of mistakes were found, experts said.

Experts said that in some of the questions suggested by Telugu Academy, even concepts and theories were not applied correctly. “Till recently questions for Eamcet were prepared by JNTU and now the state government is planning to use substandard questions from the Telugu Academy’s question banks for the preparation of questions for Eamcet. This would force the students to learn wrong answers just to clear Eamcet,” said ESRK Prasad, a former subject expert of Telugu Academy and an Intermediate teacher with 35 years of experience.

Some of the junior college lecturers from the city have been repeatedly petitioning officials of higher education department and even Jawaharlal Nehru Technological University (JNTU) since the past several months asking them not to use material prepared by the academy. Ironically, AP State Council of Higher Education (APSCHE) and Eamcet authorities decided to use a new question bank to reduce errors in Eamcet.

Meanwhile, officials from JNTU, who have been conducting Eamcet since the past one decade, said that the number of errors in Eamcet have been reducing since the past few years and they will maintain the standard even in the coming examinations. According to them, while in Eamcet 2009, 11 questions had to be cancelled for being wrong, in Eamcet 2010 only one had to be cancelled.

Andhra Pradesh Common Entrance Tests (CETs) Time table has been annouced on December 30th. AP Higher Education Minister, Mr. Raja Narasimha announced the Common Entrance Tests dates 2011 which includes EAMCET, ICET, ECET, PGECET and EdCET.
EAMCET and all other CETs exam results will be announced within 15 days from the exam date.

Australia announces review of student visa programme

The student visa programme in Australia is to be reviewed to make it more competitive with the views of the education sector being sought, it has been announced.

It comes as concerns grow about a steep fall in the number of overseas students arriving in Australia to study, many because of high costs.

The Minister for Immigration and Citizenship, Chris Bowen and Minister for Tertiary Education, Skills, Jobs and Workplace Relations, Chris Evans, have also announced a package of measures geared towards the international education sector.

There are concerns that as a result of the rising value of the Australian dollar, the ongoing impact of the global financial crisis in some countries, and growing competition from the United States, New Zealand and Canada for international students, that Australia is lagging behind in attracting overseas students.

The strategic review of the Australia student visa programme aims to give education providers and stakeholders an important opportunity to share their vision of the sector’s future.

‘The review is tasked with enhancing the continued competitiveness of the international education sector as well as strengthening the integrity of the student visa programme,’ Evans said.

The government has appointed the Hon Michael Knight AO to undertake the review, and to report to Bowen and Evans by the middle of 2011.

The government is also introducing a package of measures to streamline the visa application process for lower risk applicants. This includes reducing the student visa assessment levels from April 2011 as indicated in the recent assessment level review conducted by the Department of Immigration and Citizenship (DIAC).
As part of this decision, the higher education visa assessment levels for applicants from China and India will also be reduced. Rules will be refined to allow pre-paid boarding fees to be counted toward students’ cost of living requirements in their visa application.

It is also hoped that improved information exchanges between the Australia government and the international education sector will allow the sector to track emerging student visa trends.

The changes come as figures show that the number of new international students coming to Australia is falling. The numbers fell by more than 32,000 students, some 9.5%, as of the end of October, according to the latest available figures.

All India Common Entrance Test for all Public sector banks from the year 2011

So far, each bank conducted separate examination for each post or vacancy available in their bank to recruit the candidates. This process consumed lot of time and resources. With the IT industry crisis in the last few years, the demand for banking sector jobs also increased resulting in increase of number of candidates applying for banking jobs. This made the recruitment process more time taking for both banks and candidates. The candidates had to wait for 1 year (or more sometimes) for the result. Hence, in view of these factors, Institute of Banking Personnel Selection (IBPS) has decided to conduct a Common Entrance Test for all public sector banks. This not only minimizes the  problems that are said above but also simplifies the difficulty for the candidates in attending multiple exams.

Test process will be as follows:
The common entrance test would be conducted, by the Institute of Banking Personnel Selection (IBPS) at all-India level. Successful candidates will be given a scorecard with a validity of 1 or 1½ yrs. Within this period, they can apply for bank job notifications & appear for Interview. The candidate has to take the test again, after the validity expires. The test is likely to happen atleast 3 – 4 times a year.

By this method, banks are expecting to complete the recruitment process in 4 months time, as candidates would be available on demand.

However State Bank of India and its Associate banks have not joined this program which is the main disappointment for the banking sector job seekers. Dr K.Ramakrishnan,Chief Executive,Indian Bank`s Association mentioned that 20 public sector banks have agreed on this common test proposal except State Bank of India (SBI) & its five associate banks as they have separate selection process.

APPSC Group 1 Exam Pattern| Andhrapradesh Public Service Commision| Group1 Examination

Group-1 posts are the apex cadres in the state level..which are recruited by the APPSC.Basically Qualification for the Group-1,2 are Graduation(10+2+3 or 10+2+4) in any course like BA,B.com,B.sc..B.tech..,not consider the percentages..just required to pass the Graduation.

Perviously(2004) APPSC has conducted the groups exams with Optional subjects like Civil Services..Last year APPSC has changed the Syllabus for the Group-1,2 exams respectively..according to the new syllabus ..there is no optionals...in place of the optionals they introduce the comman syllabus for all the aspirants..,

Basically Group-1 exam contains the 3 levels..

1.Prelims(only for screening)
2.Mains
3.Interview

In the Prelims.,which is the only screening test to filter the candidates..,in this level contains 150 marks (General Studies(GS) + GK + Aptitude +Reasoning).GS includes basic topics of Science,social,history,geography,culture (SSC level).According to previous results..if U will get 85-90..U should be in the Mains level..,According to APPSC Rules ..they will select the candidates for mains ...1:50 Ration(50 members for 1 post)

Next Round was Mains...this is the key exam in the Groups.Mains contains the 5 papers and one General English paper..which is only qualifying paper..,

According to APPSC rules...appsc ppl will select the candidates for interview in 1:2 ration with respective to the reservations..

Final Round of the Group-1 exams was Interview which contains the 75 marks ...APPSC board will test candidates attitude,decision making ....etc

AIEEE Exam to go online from 2011

The All India Engineering Entrance Examination (AIEEE) will be go online on a limited scale next year for admission to engineering institutes and deemed universities, the Central Board of Secondary Education (CBSE) said The online exam option will be available for around one lakh students on a first-come-first-served basis. The written exam will be held on April 24, 2011 while the online exams will be held from May 1-15. 

A CBSE official said, “For the first time, the board has also made a facility available for appearing in online examination for one lakh candidates on first-come-first-served basis in select 20 cities, with a maximum of 5,000 per city.” The facility for submission of online application will be available from on the AIEEE website from November 23. The AIEEE exam is a gateway to the National Institutes of Technology, Indian Institutes of Information Technology, some state institutions and several deemed universities.

Questions of Day 1 CAT exam are repeating

Questions of Day 1 CAT exam are repeating in further days The Online examination of CAT started from October 27th. The authorities and software vendor Prometric has failed in stopping repeated questions.

Most of the questions repeated are from quantitaive analysis and verbal ability questions. Interesting some of the questions have surfaced on discussion groups including MBA forum.

CAT Takers are now studying and sharing the questions which appeared in the previous examinations.

Second shift issue: State files counter

With the second phase of engineering and pharmacy counselling all set to start on Tuesday, the decision over admissions in the second shift of engineering colleges is yet to be sorted out.

After the State government decided not to approve second shift in all the engineering colleges that got permission from the All India Council for Technical Education (AICTE), the colleges approached the court and got a favourable decision. However, the government filed its counter on Monday citing violation of rules by the AICTE in according permission for second shift.
The government argued that colleges did not take approval from the government as well as affiliation from the university concerned before approaching the AICTE for permission.

“The AICTE rules are clear that colleges need to get government approval and also university affiliation before seeking permission for the courses,” the APSCHE Chairman, P. Jayaprakash Rao said.

Prof. Rao said they would wait for court directions till October 9 and include the colleges in the second phase depending on the court orders. He, however, expects a stay on the earlier order given in favour of the colleges.
The government is questioning the permission accorded for second shift by the AICTE on several grounds. Officials say the State government has openly come out with its policy that no second shift will be permitted given the large number of seats and also lack of facilities in a majority of colleges.

In fact, it made its displeasure very clear to the AICTE by sending a team of senior officials before the final list was displayed on the AICTE website.
The AICTE, on the other hand, gave permission to 85 existing colleges to offer engineering courses in the second shift.
Meanwhile, the second phase of counselling will be held from October 5 to 9 while students will be allowed to change their options for the final time on October 10. Allotments will be given on October 11 and students have to report before October 14.

Intermediate Education in Distance mode by AP Open School Society

The Ministry Of Higher Education gave the green signal to AP Open School Society (APOSS) on Tuesday, to start the Intermediate course through Open and Distance Learning (ODL) mode, from the academic year 2010-11. Until now, the AP Open School Society was offering only SSC in distance education mode.



This course will benefit students who are above 15 years of age, and have completed 10th class but could not pursue their Intermediate course. Candidates taking up this program will be awarded a pass certificate in 5 subjects, with 1 or 2 languages and a minimum of 2 non-language subjects.



The different language papers being offered for the academic year 2010-11 include Hindi, English, Urdu and Sanskrit. Mathematics, Physics, Chemistry, Biology, History, Geography, Political Science, Economics, Business Studies, Home Science, Word Processing, Psychology, Computer Science, Sociology, Painting and Mass Communication are being offered under the non-language section. Candidates can choose 1 or more vocational subjects among the 5, for certification.



The program has been designed to benefit the backward classes of the society, including SC, ST, BC and minority groups, and it will be imparted through 40 personal contact classes in venues and timings convenient to such candidates.


A detailed notification containing information about the sale of applications and prospectus, and study centres, fees and other details, will be issued in the last week of September 2010.


Meanwhile, the Board of Intermediate Education has introduced the 24-page stitched answer books containing 24 lines for each page for language subjects, during IPE March 2010, on an experimental basis.


BIE Secretary G Balaramaiah said that the same will be done for optional subjects during IPE March 2011 as it was received well in the academic circle.

eSeva to offer 5 new services

Even as people complain about the poor service provided at eSeva centres, the department of nformation technology has decided to add five new services without acknowledging the customers' grievances.
The new services include submission of passport applications, corrections in ration cards, collection of documents of Airtel cus omers, applications for PAN cards and payment of utility bills through mobile phones.

At present 17 centres in Hyderabad are accepting passport applications. Now, 40 centres in Hyderabad and Ranga Reddy district will receive passport applications and forward them to he regional passport office.
However, despite the new services, there is concern about whether the service will actually work.

State denies Second Shift permission to engineering colleges

The State government stuck to its stand and rejected second shift in all the engineering colleges that got permission from the All India Council for Technical Education (AICTE).
The college managements received letters on Monday stating that permission cannot be given to them for failing to provide facilities and not meeting the requirements on staff-student ratio, qualifications of principals and other infrastructure issues.

This means, more than 85-colleges that were hoping to offer B.Tech. courses in the second shift will not be able to do so this year, at least.
The colleges had earlier gone to the court stating that the government was not permitting them despite AICTE permission. The court said that the government can not blindly deny permission when they fulfilled all the norms.

Based on court directions, the three JNT Universities sent a report to the government giving their opinion on the facilities in the colleges.

Officials who have gone into preparing the report say that they found some glaring mistakes in the permissions given by the AICTE itself apart from lack of infrastructure and other facilities.
A senior official said that second shift was supposed to be permitted in colleges where at least one batch had passed out so far.

But the AICTE gave permission to colleges that did not fulfil this norm.
Moreover, it has also given permission to streams that don't exist in the first shift. For example, a college that got permission for Mechanical course in the second shift doesn't actually offer the course in the first shift itself. Colleges have to appoint a Dean for the second shift but even this norm was not fulfilled.

Aeronautical and Aerospace Engineering

Flight facilitators
While the proper functioning of the systems during flight is the responsibility of flight engineers, aeronautical engineers respond to reports from air crew of any difficulties experienced during flights, repairing and making corrections. Due to the high sophistication in modern aviation, the need for flight engineers on a flight is rarely felt. The pilot, co-pilot and the cockpit assistants perform the flight engineer's job during the flight. Nevertheless, flight engineers do have their share of work to do before and after the flight.


Rocket route
While the main thrust of aeronautical engineering lies in the design, development, maintenance and teaching of aeronautics, aircraft engineers in civil aviation normally specialise in aeronautical mechanical or electronic engineering. Aeronautical engineers are also involved in other non-conventional fields such as air turbine production plants or design development programmes for the aviation industry. Aeronautical engineers can also join the Navy or Air Force for operating and maintaining sophisticated aircraft, aero-engine and armament equipment in use by the services. The Air Force recruits aeronautical engineers as Flight Test Engineers to conduct test flights. Here, they are required to complete the flight measurement operation with desired precaution and follow it up with analysis and interpretation.


Aerospace engineering is another challenging field for engineers of this discipline. The design and manufacture of aircraft and spacecraft for commercial or military use is a highly technical field and requires highly trained engineers, scientists and technicians specialising in areas such as aerospace, aeronautics, electronics, computer science, robotics, meteorology, chemistry and physics. Aerospace engineers may be required to work on the designing of complete aircraft or may specialise in areas such as missile guidance systems, propulsion, and guidance control systems.


Selection schedule
If you are one of those drawn to the challenges of space, you need to take up aeronautical engineering after plus two (PCM) or it can be pursued at the postgraduate level, after a degree in mechanical engineering or electronics. One can also opt for a diploma in Aircraft Maintenance Engineering, and work as a technician. Diploma holders can also acquire degrees on clearing the exams of the Aeronautical Society of India.


Several engineering colleges offer aeronautical engineering---the Indian Institute of Technology in Chennai, Mumbai, Kanpur and Kharagpur and also the Punjab Engineering College, Chandigarh ( Kalpana Chawla's alma mater). Admission is through the Joint Entrance Examn (JEE) conducted in January and May every year along with the entrance for other streams. Punjab Engineering College too conducts an entrance test for students of plus two with PCM.


Aeronautical engineering can also be studied through correspondence with the Aeronautical Society of India. The Associate Membership of this society has been recognised by the Ministry of Education, on par with a bachelor's degree in aeronautical engineering from an Indian university.


Airline avenues
Airline companies such as Air-India, Indian Airlines, Jet Airways, Sahara, Pawan Hans, Helicopter Corporation of India and flying clubs, private airlines and government-owned air services take on aeronautical engineers. Besides airlines, they can also get jobs in organisations such as HAL which designs and builds aircraft for defence purposes, research and development organisations such as Defence Research and Development Laboratories, NAL, Aeronautical Development Establishment and the Civil Aviation Department, also take on trained engineers.

Who should participate:
1) Candidates who secure a seat in earlier phase of web based counseling and wish to move to some other college.
2) Candidates who participated in earlier phase of web based counseling and could not secure a seat.

EDCET 2010 Counselling Notification

EdCET 2010 Counseling Notification has been released.

A Common Entrance Test, designated as Education Common Entrance Test-2010 (Ed.CET-2010) was conducted by the CONVENER, Ed.CET-2010, Department of Education,IASE, Osmania University, Hyderabad – 500 007 on behalf of the Andhra Pradesh State Council of Higher Education for admission into B.Ed. Regular Course in the Colleges of Education in Andhra Pradesh for the academic year 2010-2011.

EDCET counseling will start from august 2nd 2010. With the judgement committee word seats for minority colleges will be filled in SINGLE WINDOW procedure.

Counseling for normal colleges will be web based online counseling will be started from 2nd august 2010 till 13th august 2010.

B.Ed Course Fee Hike

The fee for B.Ed courses in the state has been hiked from the existing Rs 12,400 per annum to Rs 13,500 per annum. The new fee will be in effect from this academic year (2010-11).

The decision was taken at a meeting of the Admissions and Fee Regulatory Committee (AFRC), which regulates admissions and fee structure in professional colleges, here on Saturday.

It was also decided to increase the “special fee” for B.Ed courses from the existing Rs 2,000 per annum to Rs 3,000 per annum.
